Fetch the latest copies of the GeoIP2 databases

This program is used to fetch and update the GeoIP2 databases. By default it fetches the free databases, but it can also manage the paid databases with an active GeoIP subscription. Please see https://www.maxmind.com/en/geolocation_landing for details about obtaining an optional subscription.
